Jimmy Davis serves as President of the Greater Phoenix Equality Chamber Foundation and Vice Mayor of the City of Tolleson, Arizona. A third-generation Tolleson resident, educator, musician, entrepreneur, and public servant, Davis has built his career around a simple principle: lead with love.
As President of the GPECC Foundation, Davis works to strengthen economic opportunity, leadership development, education, and community partnerships that support LGBTQ+ people and the broader Greater Phoenix community. He brings to the Foundation extensive experience building partnerships across government, business, nonprofit organizations, education, and the arts.
Davis was appointed to the Tolleson City Council in 2020, elected in 2022, and became Vice Mayor in 2024. During his time on the Council, he has championed investments in infrastructure, transportation, education, economic development, arts and culture, and programs serving children, families, and older adults. He has been particularly active in expanding Tolleson’s arts and cultural programming and creating opportunities for residents to connect with their community through creative expression.
Regionally, Davis represents Tolleson on the Valley Metro Regional Public Transportation Authority Board of Directors, working alongside municipal leaders throughout Maricopa County on regional transit, mobility, and fiscal stewardship. He previously served on the West Valley Arts Council Board of Directors, supporting arts and cultural programming across the West Valley.
Nationally, Davis is an active leader within the National League of Cities. His service has included the Human Development Federal Advocacy Committee, Small Cities Council, Race, Equity and Leadership Council, Hispanic Elected Local Officials, LGBTQ+ Local Officials, and Young Municipal Leaders. Through these roles, he has built relationships with municipal leaders from across the country while bringing the perspective of small and diverse communities to the national conversation.
Before entering elected office, Davis spent 15 years as a music educator and music ministry leader at Our Lady of Perpetual Help Roman Catholic Parish and School, the largest predominantly Hispanic Catholic parish and school community in the Diocese of Phoenix. His work spanned generations, with students and musicians ranging in age from three to 93. His work as an educator continues today through private voice and piano instruction.
A classically trained vocalist and pianist, Davis is also a working musician, performer, entrepreneur, and small-business owner. His life in the arts has deeply influenced his approach to leadership. He believes the arts have the power to heal, bridge differences, preserve culture, create belonging, and help communities tell their own stories.
Across his work, Davis believes leadership begins by keeping people at the center, listening across differences, building meaningful relationships, and having the courage to make difficult decisions without losing sight of the people those decisions affect.
For Davis, that is what it means to lead with love.
